by James G. Neuger, Brussels -- "The Belgian government said the sale of third-generation wireless phone licenses will go ahead in March, three months behind the original schedule.

"Bidders for the four licenses must file applications by early February, according to the prospectus published on the Web site of the Institute of Postal Services and Telecommunications. The auction will begin four weeks later.

"The government hopes to raise 1 billion to 1.5 billion euros ($930 million to $1.3 billion) by selling radio spectrum space for the high-speed networks, which will provide features such as Internet access and videoconferencing.
