FCC releases Net Neutrality NPRM

[The FCC has released its long awaited Notice of Proposed Rulemaking regarding the issue of Net Neutrality, emphasizing openness and transparency. Public input is now sought on the draft rules.]

Washington -- The text of the FCC's NPRM opens with an emphasis on openness:

"The Internet's openness, and the transparency of its protocols, have been critical to its success. Because the Internet's creators did not know—and did not want to pre-determine—what would emerge and succeed on the network, they chose an architecture that did not favor particular applications. The network’s architecture was based on a set of non-proprietary standards. It was open to any computer or information processor configured to use the standard protocols, and to any content addressed in accordance with the protocols."

The document proposes draft language to codify six principles defining its Internet policy.
